it would be great if you could give WebAnno a try:

RTL support is experimental, but hopefully usable. We have at least one known issue:

It would be great if you could report on any experiences and/or open issues in the tracker listed above describing what problems you were facing.

Also, brat has recently back-ported the RTL support from WebAnno into a branch in their codebase:
