Wiktionary <https://www.wiktionary.org/> is a collaboratively edited, multilingual dictionary which includes Russian and Turkish editions. You can download XML dumps for offline use at <http://dumps.wikimedia.org/>.
Rather than process the XML yourself, you can use the JWKTL API <https://code.google.com/p/jwktl/>, which has support for the Russian edition of Wiktionary. It should be able to provide the Turkish translations for a given Russian word (but probably not vice versa).
