To partly answer my own question, in searching for LaTeX formatting tools
for interlinear text (I'll take pointers on that, too!), I happened to run
into this U Essex dissertation:

    Yasuhiro Kawata. 2005. "Tagsets for Morphosyntactic

    Corpus Annotation: the idea of a ‘reference tagset’

    for Japanese".

It doesn't appear to quite answer the questions I had, but at a quick
glance it provides a useful overview of desiderata for designing tag sets.
